Permitting strategies (Kevin Ewing)

Mr. Ewing will address the regulatory framework and common challenges associated with leasing and permitting for offshore wind facilities, using the United States as an example. Participants will learn and discuss the statutory mandate for offshore wind, the process for identifying offshore areas for leasing, the rules governing lease auctions, common lease terms, regulatory requirements for permitting by key federal agencies, special problems in multi-agency permitting, the conduct and timeline for impact assessment, and particular challenges in permitting projects that have not achieved final design. The format will include both lecture and focused discussion.
